To determine best practices for providing backup transportation within an airport for the following situations:
- Aircraft emergencies, where passengers must deplane an aircraft and be bused to a terminal
- Planned and unplanned outages of alternative intra-airport transportation systems such as trains.
The desirable product should offer best practices on worldwide programs which helps to alleviate homelessness at Airports. It should take into consideration the rights of the homeless and airports, the impact of homelessness on travelers and businesses and the policies of local governments or authorities.
