Update to Report 43: Improving Environmental Performance at Small Airports In Reserve

Update the report to provide airports with the latest regulatory requirements, best practices, case studies, etc. for improving environmental management at small airports.

Background (Describe the current situation or problem in the industry, and how your idea would address it.)

The original report was published over a decade ago. The report outlines federal environmental regulations and requirements and identifies activities in which airport operators can be proactive in promoting environmental stewardship. The report contains information on establishing an effective environmental program, air quality, emergency planning and response, noise, planning and development, waste management, water resources, and other environmental stewardship opportunities. Summary graphics provide information pertaining to the cost and savings as well as the knowledge and amount of time necessary to implement a particular activity. In addition, the report presents five case studies that discuss environmental initiatives already undertaken at airports that can serve as a guide for other airports. The report includes a list of environmental stewardship practices in a searchable, filterable spreadsheet format on a CD-ROM, which is packaged with the report.

Much of the background information contained in this guidebook is still useful and relevant - however there have been regulatory changes and significant technology and industry practice changes since its publication in 2010. This includes but is not limited to updates to EPA's National Ambient Air Quality Standards, Clean Water Act, Council on Environmental Quality (CEQ) NEPA implementing regulations, FAA guidance on recycling plans, sustainability management/master plans and community engagement, wildlife hazard management and more. An update to this product will be broadly applicable to small airports throughout the country. An update to this report is needed to provide airports with the latest regulatory information and current best practices in environmental management.

Objective (What is the desired product or result that will help the airport industry?)

Refresh content and information on federal regulations and guidance specific to the topics covered in the guidebook to ensure staff at small airports, where resources are often limited, have the most recent information on regulatory requirements, sustainable management, and environmental management best practices. Updated resources should be referenced. Appendix A (Proactive Environmental Stewardship Practices) and Appendix B (Airport Case Studies) should be updated with current information.
