Update ACRP Project 03-56 Airside WebResource trending idea

ACRP 03-56 WebResource provides a variety of airside planning, design, construction, operations, and maintenance resources. ACRP Project 03-56 created an electronic resource library known as the Airside WebResource, which provides a web-based library of various ACRP, FAA, and other author documents related to airside planning, design, construction, operations, and maintenance. The Airside WebResource is anticipated to be put into use in late 2021 or early 2022, but it has no mechanism for updates. The aviation industry is continuously evolving and updating guidance and regulations. Therefore, it is important to keep the Airside WebResource updated with airside guidance resources and to update its functionality and usefulness throughout the project and beyond.

Background (Describe the current situation or problem in the industry, and how your idea would address it.)

The aviation industry has many organizations in addition to the FAA that provide guidance and standards on planning, constructing, and maintaining an efficient airport system. However, industry professionals may not use these resources, either by choice or by being unaware of their availability. ACRP 03-56 WebResource is an electronic tool that includes a wide variety of resources from industry organizations on airside-related topics in planning, design, construction, operations, and maintenance. This WebResource acts as a one-stop shop for housing over 600 resources to provide guidance, regulations, and design standards to aviation professionals. The challenge following the completion of this WebResource is to ensure that the resources included remain valid and the latest version available.

Objective (What is the desired product or result that will help the airport industry?)

The objective of this research is to update and maintain ACRP Airside WebResource by providing:

1. Recommendations to improve the internal and external search capabilities, including a review of WordPress plug-ins for new capabilities and fine tuning search functions of selected tool through industry feedback.

2. A process for keeping the Airside WebResource current with ACRP, FAA, and non-ACRP related documents, including removing obsolete documents, using a broken link checker, and researching potential automation tools for updates.

3. Over the next three or more years, including new airside resources to the search library with relevant tags, especially in the areas of evolving information, including UAS, emerging technologies, pandemic preparedness, per- and polyfluoroalkyl substances, sustainability, and resiliency.

4. Active use of a mechanism for users to suggest new documents to include in the Airside WebResource, rating the relevance of documents (numerical or thumbs up or down), and providing other feedback; then acting on that feedback.

5. Research on the use of analytics that could track the frequency of resource use to focus on areas of "highest value" to airport practitioners.

6. ACRP has published a number of WebResources. As part of the Airside WebResource update, opportunities to develop a standard for ACRP WebResources should be assessed. Changes to the Airside WebResource should be made to align it with identified standard format recommendations.

Approach (Describe in general terms the steps you think are needed to achieve the objective.)

A multiyear project is recommended to allow the research objectives to be met while providing a means to make continuous updates over the contract period. When the project is undertaken, the initial effort should be to update the resource in the library and identify any new resources to be added. A published update of the Airside WebResource should occur once this effort is accomplished and reviewed by the project panel. Improvements to the Airside WebResource should follow in the subsequent years, along with updates to resources as new versions are published. In the final year of the project, an additional update of newly published material should be added with the identified improvements.

Cost Estimate and Backup (Provide a cost estimate and support for how you arrived at the estimate.)

$250,000 - similar work effort to ACRP 07-15A. Project will extend over 3 years and include potential modifications to format and functionality of WebResource.

ACRP Project 07-15A: Airport Passenger Terminal Design Library – Update to ACRP WebResource 2 (WebResource 2) started in May 2019. This project was developed to keep WebResource 2 updated with new passenger terminal design documents and to update its functionality and usefulness over the next three years. ACRP WebResource 3 was updated in 2020, after being published in 2017. There have also been updates of ACRP legal research digests.
