Understanding DBE and ACDBE Certification Program Uniformity for Airports and Local Small Business Programs

Determine uniform certification standards in DBE/ACDEBE certification programs between airports and other local entities to ensure a smooth process and better understanding of the requirements.

Background (Describe the current situation or problem in the industry, and how your idea would address it.)

Cities and states have different certification requirements for DBE than many airports. The airport typically certifies according to the federal regulations, but a city run airport may have different program requirements. There are several interpretations of the regulations and currently there is no uniformity – depending on the operating authority of the airport, whether it is an airport authority or city, or a Port Authority. It makes it difficult for those that are interested in doing business at the airport or in local jurisdictions since there may be different requirements between airport/federal requirements and the local municipalities. The FAA has done this on a small scale with certification programs, but it is not fully developed. It would be beneficial to develop a standard uniform method of certification for DBEs in the certification, goal setting, counting, monitoring, and outreach.

Determine program requirements at various airports vs. cities, state and other jurisdictions in obtaining DBE certification to simplify and develop uniformity to make it easier on the DBE/ACDBE community to do business.
