Strategies to mitigate concentrated aircraft noise from PBN and RNP/RNAV procedures

The research will characterize the changes in community noise impacts due to the implementation of RNP procedures. It will provide a solid picture of the character and scope of the problem through case studies and noise modeling. Possible mitigation strategies will be explored detailing the advantages and disadvantages of each approach supported by parametric noise analyses.

Background (Describe the current situation or problem in the industry, and how your idea would address it.)

The increased use of Performance Based Navigation (PBN) and Required Navigation Precision (RNP) procedures has changed the character of community noise from aircraft. The narrower dispersion of flight tracks under RNP procedures concentrates aircraft noise over smaller areas and increases the number of noise events from aircraft passing over the same places on the ground. New research is needed to help quantify these changes in concentrated aircraft noise as well as to explore possible methods for reducing their effects. Examples may include:
• Increasing the lateral dispersion where possible to spread out the effects of aircraft noise
• Optimized profile descents and climbs
• Time-shifting procedures to limit the impact of repeated overflights
• Reducing aircraft speed to reduce airframe noise
• Strategies to optimize placement of PBN routes to avoid sensitive areas

Approach (Describe in general terms the steps you think are needed to achieve the objective.)

Prop
osed Tasks:

Survey the literature on noise impacts and discuss the impact of factors relevant for the character of aircraft noise
under RNP (i.e., frequency of noise events, time between noise events, peak noise). Some of these factors will
become a basis
for the parametric analyses.

Gather data on airports that have implemented RNP procedures and describe the effects on local community
noise. Include information on community reaction and changes in the reported character of the noise, including
frequency o
f noise events.

Gather detailed data on operations and flight routes for the studied airports and perform noise analysis on impacts
before and after the deployment of RNP procedures.

Perform parametric analyses using AEDT and/or other tools to compare the potential costs and benefits of
various noise mitigation strategies.

Develop recommendations or a decision tree to help airport operators identify which mitigation strategies may be
most appropriate for their airports and how much benefit they should expec
t.

Cost Estimate and Backup (Provide a cost estimate and support for how you arrived at the estimate.)

$450,000 / 24 months
This project would include significant analyst time to prepare and execute the parametric analyses, so we think a
budget at the higher end of typical ACRP projects is reasonable.
