Review and Update of ACRP Policy & Planning Products In Reserve

The airport industry is very dynamic, due to changes in technology, regulations, and travel behavior.  Recognizing this, ACRP has developed a process for systematically reviewing its research products to identify those in need of update.  This proposed project would fund a review of ACRP's Policy & Planning products and conduct research to update those most in need of it.

Background (Describe the current situation or problem in the industry, and how your idea would address it.)

To meet a key goal of the ACRP Strategic Plan, the AOC approved and funded the development of a systematic method to identify research products in need of update. The resulting method takes into account ACRP's operational factors; research roadmaps; metrics for measuring product use and benefits; industry trends; industry input from subject matter experts; and potential efficiencies to be gained by how products can be updated (e.g., grouping or combining products, or updating sections of reports). To date, the method has been applied to ACRP's environmental research (the field with the most products); seven products were recommended for update and three updates are now underway.

The research field with second most number of projects is Policy & Planning, with more than 60 products being produced, and it is likely that many of these products are in need of update. It is therefore recommended that funding be allocated to conduct a systematic review of Policy & Planning research products, identify those in need of update, and to conduct the research needed to update a set of those products.

Objective (What is the desired product or result that will help the airport industry?)

The objectives of this research are to:

1. Conduct a systematic review of ACRP Policy & Planning products to identify those in need of update, and

2. Conduct the research needed to update those products.

Approach (Describe in general terms the steps you think are needed to achieve the objective.)

A project panel would be formed and the effort would be undertaken in two phases:

  1. Using the approved method, conduct a systematic review of Policy & Planning products to identify those in need of update

   o An RFP would be issued with the scope limited to conducting the review and recommending products for update.

  1. Conduct the research to update a set of selected products.

   o At the panel's discretion, a single RFP or series of RFPs would be issued to conduct the research needed to update a selected set of products.

Cost Estimate and Backup (Provide a cost estimate and support for how you arrived at the estimate.)

It is recommended that $500,000 be allocated to this effort.  This amount would include the cost of the systematic review of ACRP's Policy & Planning products, recommending those for update, providing an initial cost estimate to update these products,  and funding to update products selected at the panel's discretion.
