Promoting Collaboration through Sharing Airport, Airline and Others Emergency Plans

Airports, airlines and their emergency response partners can develop a culture of interagency coordination that promotes the regular sharing of airline, airport, and other emergency response plans and strategies. This can provide an opportunity for both airline and support staff and the airports to be familiar with individual corporate emergency response and family assistance plans in the event there is the need for a collaborative response.

Background (Describe the current situation or problem in the industry, and how your idea would address it.)

Interviewed airports for ACRP 11-03/S04-23 (Emergency Working Groups at Airports) reported issues with discrepancies among various stakeholders' emergency response and family assistance approaches and plans, missed opportunities for mutually beneficial review of plans, and occasional issues with various stakeholders' local staffs not knowing their organization's plans. This proposed project is not limited to airports with emergency working groups but represents an effective practice found at airports with EWGs and with other types of collaborative mechanisms.
The ACRP 11-03/S04-23 panel has reviewed and approved this further research need.

Objective (What is the desired product or result that will help the airport industry?)

"Improved collaboration, cooperation, and communication among airport stakeholders
Enhanced response including family assistance in an emergency or disaster
Enhanced operational recovery and resilience of airports
Improved training
Improved quality of airports' and other stakeholders' response and recovery plans by seeing best practices"

Approach (Describe in general terms the steps you think are needed to achieve the objective.)

Interview airports, airlines at corporate level (business continuity and emergency preparedness offices), and other stakeholders about current practices in plan sharing and gaps in the process.

Related Research - List related ACRP and other industry research; describe gaps (see link to Research Roadmaps above), and describe how your idea would address these gaps. This is a critical element of a synthesis topic submission.
