Research and document best practices recommended for commercial airports related to ramp operations. The practices should include operational safety processes, infrastructure marking, informational signage and operating procedures for airport personnel and tenants alike. The objective of this synthesis is to identify and offer corrective practices for common gaps and promote effective approaches for ramp operation safety by Part 139 airports.

Background (Describe the current situation or problem in the industry, and how your idea would address it.)

The ramp areas of airports are frequently referred to as the "wild, wild west", and often safety management in different areas of the ramp are delegated to tenants. By transferring responsibility for the safety of different areas of the ramp to different organizations through lease agreements or other vehicles, the result can be different organizations following different safety standards realize varying safety outcomes. A downside to this approach is that the practices of one organization may adversely, albeit unintentionally, impact another organization on the ramp. Without active participation and oversight by the airport, overall ramp safety can be degraded. Researching best practices and offering recommendations to improve ramp safety practices can minimize losses and injuries airside for all airports. The focus of this research will address standardization of safety procedures, communications, ramp markings and signage, the management of equipment storage, and effective airport oversight practices, to name a few of the ramp activities that impact operational safety at airports.
