Airport communicable disease response plans (CDRPs) may not be scalable based on differing airport size and resources and do not currently meet the needs of all key partners at Ports of Entry (PoEs), including:

- Airport Authorities

- Centers for Disease Control and Prevention (CDC)

- Customs and Border Protection

- Emergency Medical Services

- Local/State Health

Objective (What is the desired product or result that will help the airport industry?)

The CDRP should become a multi-agency coordination plan led by airport authorities.  The plan will outline the main roles and responsibilities of key response agencies during the various illness responses. This plan should be scalable to encompass response to a single individual illness or death, a mass illness response,  to entry and exit screening during a pandemic. To accomplish this, different sized PoEs will need plan options, as one sized plan will not meet all port needs.  PoE plan options may include:  

 

- A template for a CDRP that is incorporated into an Airport Emergency Plan (AEP)

- A stand-alone CDRP that has a Quarantine Station present onsite

- A stand-alone CDRP at a subport (where the PoE would call the Quarantine Station of jurisdiction)

Approach (Describe in general terms the steps you think are needed to achieve the objective.)

Develop a key informant interview process to obtain answers to a number of key questions to evaluate current CDRP usage, gaps, and recommendations for improvement, including:

 

- Does the current template reflect roles and responsibilities of your jurisdiction?

- Does your agency have a plan/protocol or procedure that details how your agency will fulfil your roles and responsibilities during a public health response?

- Do you know how and when to contact the quarantine station of your jurisdiction?

- Which agency should be responsible for updating/managing the multi-agency coordination plan?

Related Research - List related ACRP and other industry research; describe gaps (see link to Research Roadmaps above), and describe how your idea would address these gaps. This is a critical element of a synthesis topic submission.

The lack of scalable and flexible CDRP templates hinders full development and use of CDRPs across all ports of entry. Conducting this evaluation will provide the information needed to develop scalable CDRP templates and improve development and implementation of the plans.
