Best Practices for Enhancing Airport Power Supply Resiliency In Reserve

Aviation facilities are vulnerable to incidents on the electricity grid that expose them to power outage. Power outages create significant operational disruptions and they can last several hours (e.g., 2017 ATL 11-hr outage, 2020 Texas outage). Are they best practices (incl. micro-grid explored in ACRP Synthesis 91) that can help increasing power supply resiliency?

Background (Describe the current situation or problem in the industry, and how your idea would address it.)

Airports are vulnerable to power outages. These adverse events create significant disruptions that, for instance, can cost several million dollars to the stakeholders at commercial service airports, as well as lead to a "snowball" effect impacting other facilities and areas of the National Airspace System (NAS). With the increasing electrification of all aviation facilities (e.g., electric heating, electric vehicles, eGSE, e-aircraft, etc.), there is a need for addressing this issue and increase the operational resiliency of power supply at aviation facilities - both commercial and general aviation airports.

Objective (What is the desired product or result that will help the airport industry?)

- Develop a research report on best practices to enhance power supply resiliency.

- Define strategies/solutions that can be operational (e.g., ACDM) or infrastructure (e.g., dual connection to the grid, local power generation, distributed power generation, mitigation through power management, microgrids).

- Develop a tool for decision making purpose.

Approach (Describe in general terms the steps you think are needed to achieve the objective.)

- Make an inventory of best practices and solutions for power supply resiliency.

- Compare, evaluate, and characterize these best practices.

- Provide guidance for helping airport practitioners select the best strategy/solution depending on their specificities.

Cost Estimate and Backup (Provide a cost estimate and support for how you arrived at the estimate.)

Cost estimate is 350,000 USD based on comparable ACRP projects.
