Best Practices for Airport Responses to Sudden Structural Change in the Aviation Industry In Reserve

Conduct a review and evaluation of best practices at airports for responding to sudden and major structural changes in the aviation industry. Provide suggestions for how Airports could be prepared for and respond to unexpected events with substantial industry-wide implications.

Background (Describe the current situation or problem in the industry, and how your idea would address it.)

With thin operating margins, high capital costs, a global footprint, and mobile assets, air transportation service providers are particularly sensitive and quick to respond to major global events. Some of these events, such as the 9/11 Terrorist Attacks and, possibly, the SARS-Cov2 pandemic, result in long term "structural" changes to the industry with lasting effects on traffic patterns and the needs of passengers and cargo traffic. As owners of the fixed infrastructure that serves the aviation industry, Airports are exposed to both their own vulnerabilities and those of their passengers, operators, and business partners during and after these changes. The key question asked by this research is how do airports prepare and respond, and how do these responses affect the mission of the Airport in the short and long term. The SARS-Cov2 outbreak represent a rare, but important opportunity understand how Airports respond to these events and identify the practices that work best for delivering value to their communities.

Objective (What is the desired product or result that will help the airport industry?)
  1. What were the range of airport responses to the sudden shutdowns prompted by the SARS-Cov2 pandemic and their results?
  2. What is unique about these responses as compared to trends and other structural changes in the industry (LCCs, A380, PEDs, etc.)?
  3. What are examples of responses to prior sudden structural changes in the aviation industry (9/11 Terrorist Attacks)?
  4. What are best practices for airports to respond to sudden structural changes in the aviation industry?
Approach (Describe in general terms the steps you think are needed to achieve the objective.)

Historical review of Airport demand and revenue trends and global events
Survey of Airport owners for responses to SARS-Cov2
Case studies of responses to 9/11 Terrorist Attacks
Longitudinal analysis of response to SARS-Cov2 and results

Cost Estimate and Backup (Provide a cost estimate and support for how you arrived at the estimate.)
